Depending on Levels, AAS, ICP-AES and ICP-MS, seem to be the accepted techniques at the moment.
Experience is something you don't get until just after you need it.

It wouldn't hurt to investigate energy dispersive x-ray flourescence (EDXRF).

Often, EDXRF is not the approved method for the EPA.  It is very helpful in identifying the elements, heavy and otherwise, present in the sample.  Calibration, for quantifying the amount, is much more involved by EDXRF.

if only you have the right agua-regia/chemicals to digest the soil samples, as well as the cathode lamps for the metals under study, AAS will be ok.

AAS is the most frequently used instrumentation; ICP is an "up-grade" but the cost is high, the SOPs take a looong time to do, and reagents are expensive. I use AAS exclusively, but devotees of ICP (not insane clown possi) are apparant.
