What is the effect of concentrated acid, etc?

What are the effects of concentrated acid? Just list em' all.

Then which is stronger, DILUTED H3PO4 OR HCL? And why? Does the basicity matters? And the basicity shall matters, in what circumstances?

What shall be the differences and results, when DILUTED acid react with a metal, compared to a Concentrated acid?

Up to a point yes, if we are talking 5% HCl vs 37 % HCl
However for something like sulfuric acid, 100% sulfuric will react with metals much slower, than say, 25%, or not at all after a brief instance of passivation.  This is based on the common ion effect where the formed metal sulfates do not dissolve in concentrated sulfuric, and the sulfates block off further reaction with the metal surface.

"Concentrated" and "diluted" are not well defined.

"Strength" of the acid can be described in terms of its dissociation constant, but it is not concentration dependent, so it doesn't make sense to ask "which is stronger when diluted".
