High Energy vs Low Energy Molecules

what are you really referring to when you say a molecule is high energy or low energy? for example, i've been told that ATP's (adenosine triphosphate) third phosphate has the highest energy (higher than the other 2 phosphates).  what does that really mean? what determines how much energy a molecule contains?
