Enthalpy of formation

So the equation for change in enthalpy is (delta) H = (delta)U + (delta)PV. My textbook says that for enthalpies of formation, elements in their standard state are assigned 0 for their change in enthalpy, but that this is simply a reference point. How can they just assign this if there is an equation for the process?
