is there any route to prepare this compound with out using chlorine gas
1-chloro-4-(dichloromethyl)benzene

Maybe N-chlorosuccinimide and light? I know that works with N-bromo to generate Br radicals. I don't know if you would have problems with overchlorination though.

Dichlorotoluene is dirt cheap, about $20 for 25g. Should be able to chlorinate that with NCS somewhat regioselectively given the steric bulk of the dichloromethyl group.
