acid to water or water to acid

I need to prep some 40% HCl but cannot rem'ber which I add first to the graduated cylinder?

Semantics  :). Everyone knows what you mean when you say you're making a 40% solution.
Concentrated HCl is 12M to start with, or ~"36%" (http://www.erowid.org/archive/rhodium/chemistry/equipment/molarity.html   or   https://www.sigmaaldrich.com/chemistry/stockroom-reagents/learning-center/technical-library/reagent-concentrations.html)

to about 50% water, add the acid then add the rest of the water to the mark.
