Graphing for precision/accuracy?

Hi everyone--

Hoping that this is the right place to ask this question.

Was wondering if anyone can refer me to a resource to create a graph where I can create a 'bullseye' style graph where I can input a true value for the center and plot my actual values in relation to that?

Trying to plot precision and accuracy from an experiment in a chemistry class. Looking to create something like this photo:



The simpler the better, I only have 3 experimental values per trial. Looking for a free program/website or if someone knows how to create a graph like this in Excel.

I believe almost every G-Chem textbook explains Accuracy v. Precision by way of the "dart scheme" -- have you tried looking there?
