Why is the answer to this not C?

Fluorine is more electronegative than bromine. It inductively withdraws electron density more effectively.

That is a good question. Could anyone post the pKa's for 3-F, Cl, Br, and I-propanoic acid? I tried searching in Google, but I couldn't find anything. The fluoroacetic acids are reverse the acidity of the ethanols. What does happen with propanoic acid?
