If the unnamed bonds means H atoms then name is ...

3-hydroxy-2,2-diethylpropanoic acid

But next time if you don't want to waste time writing H everywhere, use bond line structure!!!!
It wont confuse people as in bond line structure unnamed bonds means CH3 group!!!!

be carefull with the principal chain it has 4 carbon atoms not 3 so i think the name should be
2-ethyl-2-methylhidroxy-butanoic acid

Sorry to be pedantic but you're 95% correct Rackye.

I believe it's actually 2-ethyl-2-hydroxymethyl-butanoic acid not 2-ethyl-2-methylhydroxy-butanoic acid, otherwise I agree with your naming. A "methylhydroxy" group from my understanding would imply a methoxyl with a hydroxy replacing the oxygen. The naming goes from outside in, such methoxy (H3C-O-R), ethoxy (H3C-CH2-O-R), and so forth. They're stating alkyl group is on the oxygen, so hydroxymethyl states the hydroxy is on a methyl.

PubChem states the IUPAC name as "2-ethyl-2-(hydroxymethyl)butanoic acid".

Edit:
But next time if you don't want to waste time writing H everywhere, use bond line structure!!!!

I don't think he fully grasps molecular representation, see this post. JSmith you should read more about implied C-H atoms.
