Solvent labile ligand?

My text says that when solvent acts as a ligand it is always labile... why is this?

this is a bit of a sweeping generalization. 

one reason why solvents in general are a bit more labile is that they are neutral, when compared to anionic ligands such as halides etc.

That doesn't sound right to me.  It should depend on the solvent and the complex it's coordinating to.
