For only NMR problems the below books are good.

1.NMR-From Spectra to Structures - An Experimental Approach -by Mitchell, Terence  N Springer
2.200 and More NMR Experiments - A Practical Course by Berger,Wiley-VCH Verlag

The first one is very good in terms of exercises.
As this book is using only 5-10 compound for the whole book worked example!!!!
More over the first part of the book explains almost all the NMR spectroscopy methods(including 2D,Decoupling experiments etc.) to make the reader to clear.

Other than these books i didn't seen any book exclusively for mass and IR..
Let me check the book suggested by MissPhosgene...
