What makes a washed towel which is hanging outside hard?

I got this very specific question about stiff towels and I can't find the right answer. Does anybody know it?

A.) Dust blows into the fibers that makes the towel stiff.
B.) Salt crusts arise due to lack of movement.
C.) UV light changes the chemical composition of the detergent residue.

Could it be the fibers stiffen up?

As for B (salt), you can try to wash with distilled water and see if that changed anything.
