It does not have any chiral center but yes it is optically active as the two rings are perpendicular to each other!!!!!!!!

It doesn't have a plane of symmetry, so yes it is chiral. (the molecule in question is known as a spiroketal)

well yeah it is optically active due to absence of POS
but how is it chiral??

chiral just means unsymmetrical with its mirror image ...
it surely does not have chiral center but due to 2 non planar rings ... it is chiral and therefore optical
