naming of diol

a compound

CH2-CH2

OH   OH

it has a name "ethane-1,2-diol"

but why?

is it named according to IUPAC rule?

which rule? I don't think there is a rule I have seen so far that explained the problems with two functional group.

When there are more than one OH group, and OH is the primary functional group, we use the terms diol, triol, and so on...
