Max Oxidation Number

How do you determine what the maximum oxidation
number of a nonmetal is? I know how to find what
the actual oxidation number is, but not what the
highest possible of an element is.

Like, Nitrogen's max oxidation state is 5; Oxygen's
is 25 (I just looked these up).

Theoretical maximum oxidation number should not exceed number of valence electrons.
For oxygen so far +2 in OF2.
