Why gold, there is no gold in the equation. Chlorid by decomposition of the ICl3. Even NOCl will decompose in water.

That could make sense if we were talking about catalytic amounts, but apparently what is needed is a stoichiometric amount. Which again puts us at starting point - reaction as stated can't be balanced.

And gold was ironic.

I agree with that, but you can also see what the solution the teacher showed.
