Water and Polar Solutes

Hello.  :)

I have a question: thermodynamically speaking, what makes polar solutes readily soluble in water ? Hydrogen bonding between water and polar solutes causes some ordering of water molecules, thus decreasing entropy.  ??? Is there a decrease in enthalpy due to new bonds ?

EDIT: Sorry, I accidentally posted in this sub-forum, I meant to post it in the undergrad one.
