Why can Cl- form Hydrogen Bonds w/water molecules?

Which of the following can form hydrogen bonds with water molecules?
1. Cl -
2. CH3COOH
3. C2H6
4. CH3NH2

The answer was 1, 2 & 4! That was surprising because I thought only H,N,O & F could form Hydrogen bonds.

Study about hydration spheres of dissolved salts. You may find an answer.
