HCl isotopic intensity/abundancy

Hello,
i was hoping i could get a explanation of the following:
with rovibrationalspectroscopy peak height = abundance.
but with this the HCl spectrum shown here that dose not seem to be so. the second peak is for HCl37.
the abundance of Cl35 and Cl37 is abouts 75% and 25% so a 1:3 ratio, this would mean that the height of the peaks should be 1:3 but this is not so its closer to 1:1.38.

Any help or information would be greatly appreciated.

Has the spectrometer that generated the data fully resolved out the peaks? What would happen if the 37Cl line was not sitting on the rising slope of the 35Cl?
