For a pair of cis-trans isomers, would reaction rates with achiral reactants be the same?
Also, would the sign or magnitude of optical rotation be the same for a pair of cis-trans isomers?

No, cis and trans isomers are diastereomeric and therefore have, in principle, different chemical properies.

What are the criteria for optical rotation?  What are the only two stereoisomers that you can say (with confidence) will have equal and opposite optical rotation?

The question originally was, which of of the following properties would be the same for a pair of cis-trans isomers? (the question involves selecting all correct answers)
#reaction rates with achiral reactants
#melting point or boiling point
#sign of optical rotation
#molecular formula
#magnitude of optical rotation

I know for a fact the molecular formula is the same.
I also know the melting point or boiling point is definitely not the same.
Based on what you said about reaction rates, I'm guessing the first one is not the same
The sign/magnitude of optical rotation i'm unsure..

Are we talking about alkene cis/trans isomers or something like cis/trans 1,2-dimethyl cyclohexane?

All cis/trans isomers will be diastereomers of one another.

I can't think of a counterexample for that statement, if anyone can come up with one, let me know.
