Preparation of Chloric acid

Chlorine reacts with water to produce HOCl and HCl. It also reacts with hot conc. Alkalis to form Chlorates and Chlorides. I want to prepare HClO3 by dissolving Cl2 in Hot water. My question is 'can such a reaction occur?' Can HClO3 Be prepared by dissolving Cl2 in hot water

Although you can purchase from laboratory suppliers salts of chloric acid, like sodium chlorate, the free acid isn't very stable in solution, and certainly not easily isolateable, if at all.

Wikipedia mentions limited stability, but more than I recalled was possible.  But I still think no one makes and stores it at high concentration, and it probably isn't stored.
