Percent NaOH?

Is there a way to determine the Percent CIP(NaOH) in a given solution?

There was a 60 gal spill and we need to determine what percent was caustic?

Our normal test is to add 20% H2SO4 to 100mL of NaOH until it reaches 7pH and that's the strength, but I was wondering if there is any way to determine the percent NaOH in a given solution? (if that makes sense)

Simple acid base titration? Something like

Not that it is much different from what you were doing.
