cations and anions amount proportional in solution?

Is the amount of cations and anions necessarily proportional to their charges in solution?

The amount of the ions in solution is depending on the solubility of the substance and of course how much substance will be dissolved. With charges I think it has nothing to do.

Solution has to be electrically neutral which puts some constraints on the possible combinations of charges and concentrations. But no, there is no simple proportionality as you seem to be suggesting.
