How many grams of Potassium Dichromate diluted to 1 L do I need to make 1.0 N, 0.1 N and 0.2 N solutions.

The N in 1.0 N is Normality which express concentrations in Liters and Millilters.

No.  That's not a useful definition of normality.  That's some random textbook text cut and pasted together.  Start at this page:  http://www.chembuddy.com/?left=concentration&right=toc  Review the definitions of Molarity and Normality.  Then try to see what the question really asks, to come up with a good answer.

To make 1.0 N Potassium Dichromate solution: 49 grams to 1 liter volumetric flask.
0.1 N: 4.9 grams, 0.2 N 9.8 grams.

I'm afraid that value is incorrect.  I don't know where you've gotten that number, but I know that's not correct.  The thing about normality is, it works best when you know what reaction you're going to use the solution, so you know with respect to which ion to prepare the solution.
