I want to know, if I carried out 1HNMR on 300 MHz apparatus, why 13CNMR conducted on the same apparatus appeared as carried out on 75 MHz

Essentially yes.  The ratio of spectrometer frequencies between H-1 and C-13 is about four.

Sorry, I missed the word "why" in your original post.  The key is the gyromagnetic ratio γ of each nucleus.
