How would one go about converting C9H13NO3 to C9H9NO3 with maximum purity? What chems and equipment would I need? Full instructions would be very much appreciated!

This is too ambiguous to answer, there are many isomeric compounds with those formulas. You need to show the full structure.

Furthermore, we don't answer questions of this sort here.  Someone who's taking a university undergraduate course in organic chemistry would have been introduced to the topic of organic structures, and wouldn't ask a question like yours.  A quick check on Wikipedia lists, for your first formula, a couple of decongestants, and for your second formula, a couple of controlled substances.  There are probably many more possible compounds, but just a reminder of this forum's rules for you  -- this isn't a kiddie druggie forum.  We don't discuss those synthesis of those sorts of compounds, and we certainly wouldn't give "Full instructions" to someone who lacks the background knowledge.
