dear friends hi
I like to translate a book in chemistry field but it is my first time, thus I don't know do I have to ask for permission and do I have to pay for it?

If it is copyrighted then yes, you have to ask.

If you are getting it translated just so that you can read it (not sale or distribution) I think that will be ok under the fair uses exceptions.

I think some books are so valuable, and the translation can help others with weak language knowledge to read the book
