But the general answer is "no".

Doesn't appear on this page:  http://en.wikipedia.org/wiki/Golden_ratio#Disputed_observations  anywhere.  But if you're going to wonder about a question like this, you should use the entire concept, like Borek: asked -- golden ratio based on what to what?
