In above two quotations from my book, what is the role of acetic acid ?
Does it represent that H+ given even by a week acid is sufficient for the reaction or something else ?

Yes, acetic acid is strong enough for brown ring test.

Although it depends on the details. I think it is strong enough when testing for nitrites, but not strong enough when testing for nitrates.

Is it the same thing for the second example..?strength sufficiency..?
