Could anyone please help me, I need HCl solution 4M in 1,4-dioxane but I discovered it is really hard to find it in Europe.

I would appreciate any advice on where to buy it.

I was just thinking that Sigma-Aldrich is an US shop.

Whenever I go to Sigma-Aldrich, I have to select the US from a list of countries before I can go onto the site.  That leads me to believe that they have different pages for different countries, possibly reflecting different rules and policies.  You should at least try.

From your domain, I can see you're in Russia.  I can select Russia as an option on the Sigma-Aldrich website, but they don't appear to stock 4.0 M HCl in 1,4 dioxane.  Maybe you'll have better luck.

I seem to recall ordering it from Alfa AESAR, as well as Sigma Aldrich.
