I know this is a stupid question, but is carbonated water (SoDa) a HydroCarbon (Cn(H20)m

It's not a stupid question but it is not a hydrocarbon (or do you mean carbohydrate?)

Carbonic acid is what is in carbonated water and it's the hydrated for of carbon dioxide so it is carbon in it's most oxidised state.

No, it was decided, at some point, that the carbonates were inorganic compounds.  And that includes carbonic acid, H2CO3, and solutions of carbon dioxide in water.
