What novelty does your paper bring to the table? With just 4 proton NMRs (for final products, or intermediates as well?) I am really struggling to suggest places. Do you *need* to publish?
my work is classified as a green methodology, and all the products are known compounds, I have to publish a paper to graduate from university, I know it is better to forget about publishing with only 4 nmr but the university policy makes me to publish a paper, on the other hand our university is not rich enough to assemble all we need   

I have seen papers in Tetrahedron Letters with no characterisation at all. So you could try there.

It is impossible to make a meaningful judgement without reading the manuscript. Talk to your supervisor or an academic at your institution for advice. I would not post it here if I were you.
