Ion dipole dipole vs hydrogen bonding

 how can one classify which bond is stronger. ion dipole bonding is pretty strong since it holds ions together like the polyatomic ion phosphate with -3 charge, and the hydrogen bonding like water. how can some tell which bond is stronger between these two??
or there is noway to compare the two.

Generally speaking, Hydrogen bonding is stronger (20-40 KJ/mol) than ion-dipole (10-20 KJ/mol).

Generally speaking, Hydrogen bonding is stronger (20-40 KJ/mol) than ion-dipole (10-20 KJ/mol).

Regarding the general chem book of Brown/LeMay/Bursten (Chemistry-The Central Science-10th Edition / Page:450), hydrojen bond enegy varies from about 4kJ/mol to 25kJ/mol.. but I dont know the strength ranking of ion-dipole before (actually among) van der Waals forces..
