Nomencleature of a substituted piperazine

I see two patents refer to the same molecule differently: as 1-Methyl- 3-phenylpiperazine  & as  4-methyl-2-phenylpiperazine. Just wondering which one is right? Both aren't ok are they? I'm surprised since these are granted patents & the molecule in question seems a key intermediate.

ChemDraw says 1-methyl-3-phenylpiperazine.
So I guess its the sum of the locants.
Development Chemists do it on Scale, Research Chemists just do it!
