What is the cheapest way to harden soil?

I am now mixing soil (85%), cement (15%) and water. I then give pressure to the mixture for extra strength. However, it is not strong enough. I want to know whats the cheapest way to harden,stabilize soil, for a CHEAP price. God bless you all, thank you.

Ramming and curing. A bits slow perhaps, but cheap and durable.
