pH of Sodium Hypochlorite

Hello.

Lets say I have these three liquids:
  • Sodium Hypochlorite. . . (NaClO)@(pH 12) . . . with 15000 ppm of Cl
  • Alkaline water. . . . . . . .(H2O)@(pH 8.5)
  • Hydrochloric acid. . . . . .(HCl)@(pH 1) . .  . . . . with 37000 pm of Cl.

I would like to make a solution with 200 ppm Cl @ pH 7.5.

How can I calculate how much of each liquid I need to meet my requirements?
I would like to make an excel sheet where I can input the pH value of the water and the target value of ppm Cl and pH.
Is this possible?

1. I wouldn't mix these chemicals, because Chlorine gas would released!!
2. The amount of Chloride is very high so you need strong dilution.

You can't not knowing the composition of the "akaline water". Just pH is not enough.

I've read that I release chlorine gas if the pH goes under 5.
Yes, I know I need high percentage of water.

Okay, where I come from the pH of the tap water is 8-9 and is drinkable. So for me it's just water.

I'm doing a research on the relation between disinfection with chlorine and corrosion of equipment in food industry.
I've read that I should aim for 200 ppm Cl @ pH 7.5. - But if I have a water around at pH 8.5, I wouldn't get that solution without some acid. And I've read that I could use Hydrochloric acid to adjust the pH. - But I guess it would also increase the ppm Cl.
