Infrared radiation, heat, and driving reactions

Is there any difference in the act of radiating infrared radiation at a rxn. mixture to increase the rate, and simply putting the rxn. mixture on a hot plate?  Is using a higher wave number to stretch a bond equivalent to turning up the heat?
