Considering the electron geometry hybridization, do we consider lone pairs as electron groups?

1. You haven't got enough valence electrons - 18 rather than 20 (7 from Cl, 6 each from the Os, 1 for the - charge).
2. With 1 lone pair on Cl, the molecule should be bent, not linear.
And the answer to your first question is yes.
