How is chlorohydroxystearic acid prepared?

How is chlorohydroxystearic acid prepared? I need it for a reaction and there is little information on it. I found this that suggests that it might be made from hypochlorous acid and olive oil. http://www.mocavo.com/Journal-of-the-Chemical-Society-Great-Britain-1910-Volume-98-2/858527/17

Is there a company that sells this chemical? I have an unrestricted account at Wards Science, but they do not carry it.

I'm told it can be made by oleic acid with hypochlorous acid. Can someone point me to a procedure or help me write a balanced equation? I am unsure of the formula.
