is it a chiral carbon ?

in an organic compound , chiral carbon is the carbon bonded to 4 different groups but i wonder whether it's chiral if the groups bonded to the carbon are isotopes .

Yes, it's. For example, in the following molecule the central carbon is a chiral centre.

C-13 is not an exception
