Need Help with Laboratory Practical

I have found a problem from an old National Chemistry Olympiad and have been stumped by it. It is Lab Problem 2 at http://acswebcontent.acs.org/education/olympiad/2003/natl_03_part3.pdf. I was hoping somebody could shed some light on how to do this. I know it does have an example on the site but I'm not sure if it is just an example and it doesn't work or if it does and I was also wondering if there were other ways to do it.

i think i would try to use phen and AgNO3... phen will indicate acid or base for you and AgNO3 will form different precipitates with certain reactants to help you indicate which ones they are
