What would be the most efficient process to convert tolazoline HCL to tolazoline base?

I am a non- chemist medical researcher..

What would be the most efficient way to convert tolazoline HCL to tolazoline base
I tried adding Naoh  solution to a concentrated tolazoline HCL solution, expecting a precipitate ( base is poorly water-solublet) and got none.

Did you check pH of solution after addition of NaOH?

At pH >9, it precipitated to insoluble droplets; was afraid too strong a Naoh solution might disrupt the base chemical

I am not familiar with this particular compound, but I would try an aqueous base like sodium carbonate (or possibly sodium hydroxide) and exact the tolazoline into an organic solvent such as ethyl acetate.  This would require a separatoratory funnel for the extraction and a rotary evaporator to remove the organic solvent.
