Acid-base properties of salts, cations and anions?

Hi, everyone. I have an exam on Tuesday and I'd really like some help understanding this particular point in my study guide. One of the things I need to know is that if I am given the formula of a salt, I have to be able to determine whether its cation is acidic or not, and whether its anion is basic or not.
I'm reading through my professor's powerpoints, but I'm not really understanding it and the book doesn't help much either. Thanks. :)

What is the reaction behind these properties? Can you write equation of a reaction that will show why solutions of acetates are slightly basic?
