redox in basic medium

Hi, im needing some help in redox in basic medium.
   i can be wrong but the order to balance the half-reactions first you have to add electrons, then h20 and after oh right? but if both compounds have the same electric charge what shpuld i do? also, when i add oh everything that i balance before is useless because oh isnĀ“t neutral

You got it reversed, you should use OH-/H2O to balance atoms and then electrons to balance charge.

so for example in this case "C3 H8 0 - C3 H6 O" (both C3 H8 0 and C3 H6 O are neutrals)  first i add oh then h20 and after electrons right? so it end like this, if im not wrong "2oh + C3 H8 O -- C3H6 O + 2h20 + 2electrons"

Looks OK.

Please pay attention to formatting and correct capitalization, there is really no reason other than laziness to not show the equation as

C3H8O + 2OH- :rarrow: C3H6O + 2H2O + 2e-
